Previously, he served as president of Lockheed Martin Business Process Solutions and vice president of Advanced Solutions. In these roles, which spanned from October 2002 to March 2009, he developed offer designs for complex information technology projects, and initiated and operated a $2B business process outsourcing business that used technology to reduce transaction processing costs by 30 to 60 percent.
From 1994 to 2002, Mr. Cipriano was the program executive officer for information technology, deputy commander warfare systems NAVSEA, Department of the Navy battle force system engineer, and chief engineer for theater air defense. During this time, he developed and executed the acquisition strategy and technical specifications for the Navy and Marine Corps internet, and served as the Navy’s first battle force level systems engineer. He also established C4ISR configurations for all deploying battle groups, and served as chief engineer for the first Navy ballistic missile defense.
Mr. Cipriano served as project director of the Department of Energy’s Superconducting Supercollider Program from 1990 to 1994. He held management responsibility for the world’s largest basic R&D program at $8.2B. He also developed course materials and instructed graduate level system engineering at Virginia Tech, and served as a guest lecturer for Johns Hopkins University systems engineering evening classes.
In 1969 Mr. Cipriano graduated from Baylor University with a Bachelor of Science in Physics and Math, where he was a member of Sigma Pi Sigma National Physics Honor Society. He was named a Baylor Distinguished Alumnus in 1993.
Mr. Cipriano was named inventor in numerous laser communications patents for mobile communications via an optical signal during adverse atmospheric conditions with Johns Hopkins University Applied Physics Laboratory. He was named the 2002 Federal Computer Week IT Professional of the Year, and the 2001 Post/Newsweek Government Executive of the Year. He also received the 2001 Department of the Navy Distinguished Civilian Service Award, and achieved the 1991 Presidential Rank of Distinguished Executive from then-President George H.W. Bush.
The cornerstone of his success lies in the exceptional education he received at Baylor University and his ability to think creatively. Within the coming years, Mr. Cipriano intends to share his knowledge with others in government and business, as well as complete his book, “Pendulum Swings: These are the Days of Our Lives,” which will shed light on how administrative changes in government impact those trying to make a difference.
