Prior to her current role, Ms. Birbal was the vice president of public policy at the Society for Human Resource Management (SHRM) from 2020 to 2021. During this time, she continued her advocacy work by addressing critical workplace policies at the federal level. Her tenure at SHRM also included roles as director of policy engagement from 2018 to 2021 and senior advisor of government relations from 2012 to 2018. These positions allowed her to deepen her expertise in federal agency and congressional relations, further establishing her as a leading lobbyist on workplace public policy issues.

Before joining SHRM, Ms. Birbal served as the director of government relations at the Council on Foundations from 2007 to 2012, where she honed her skills in legislative coordination and advocacy. Her career in government relations began at the American Psychiatric Association as a federal legislative coordinator from 2004 to 2007. Each role has contributed to Ms. Birbal’s comprehensive understanding of the legislative process and her ability to effectively advocate for policy changes that benefit both employers and employees.

Ms. Birbal’s academic background includes a Master of Public Administration from George Mason University in 2006 and a Bachelor of Arts in political science from the University at Buffalo in 2004. These academic achievements have provided her with a solid foundation in public administration and political science, which have been instrumental in her successful career.

Beyond her professional endeavors, Ms. Birbal is actively involved in various civic organizations that reflect her commitment to diversity and inclusion within government relations. She has served on the boards of several organizations, including the George Mason University Alumni Association, Strategic Services on Unemployment and Workers’ Compensation, ACT for Alexandria, and Women in Government Relations, where she is currently president-elect. Her dedication to these causes is further exemplified by her recognition on the Top Lobbyist list by the National Institute for Lobbying and Ethics in 2021.

Ms. Birbal was born in Guyana, South America, and enjoys playing volleyball, exploring holistic health practices like acupuncture, and mentoring others. She attributes her work ethic and both professional and personal success to the support of her parents, Cheryl and Coshal Birbal. She is excited about transitioning into an executive role within the C-Suite, where she aims to continue making impactful contributions.
