Mr. Rainer is a respected attorney who has been serving as the Litigation Director of the Public Health Advocacy Institute and as of counsel to Brody Hardoon Perkins & Kesten LLP since 2014. With over 40 years of experience in his profession, he is an expert in public health litigation. Mr. Rainer’s work involves representing families of smokers in litigation against cigarette manufacturers, building on his extensive background in environmental litigation, unfair trade practice litigation and whistleblower cases under federal and state False Claims Acts. Additionally, he oversees litigation challenging the deceptive marketing of unhealthy products to children, including sugar sweetened beverages, e-cigarettes, and sports gambling products.

Among his other noteworthy roles, Mr. Rainer served as an assistant attorney general and chief of the Massachusetts Environmental Strike Force from 2008 to 2014. In this capacity, he collaborated closely with the Massachusetts Department of Environmental Protection to prosecute crimes that harmed the state’s air, land or water or posed significant threats to human health. In this role, Mr. Rainer obtained the largest ever criminal fine after trial under Massachusetts environmental laws.

From 2004 to 2008, Mr. Rainer was a partner at McRoberts Roberts & Rainer LLP. During this period, he honed his skills in representing property owners and public entities in environmental litigation and consumers and businesses in unfair trade practice litigation. His career also included serving as a partner in the Boston firm of Shapiro, Haber & Urmy LLP

As a respected trial attorney, Mr. Rainer has served as lead counsel in dozens of jury trials and helped obtain numerous multimillion-dollar verdicts for clients, including a $1 billion punitive damages verdict against Philip Morris. Other significant accomplishments include bringing the first whistleblower suit against a government contractor for fraud on Boston’s Big Dig and assisting the federal and state governments recover almost $50 million.

Mr. Rainer’s academic achievements have significantly contributed to his professional success. He earned a bachelor’s degree in history, with honors, from Princeton University in 1979 and a Doctor of Jurisprudence from New York University Law School in 1982. He is admitted to practice in Massachusetts, Florida, and the District of Columbia, as well as several federal courts, and the Supreme Court of the United States.

In addition to his professional accomplishments, Mr. Rainer has been actively involved in various professional and civic organizations. He is a member, former council member, and former section chair of the Boston Bar Association. He has also been a trustee of the Massachusetts Bar Foundation, a board member and president of the Frank J. Murray Inn of Court, a board member and secretary of the Lawyers’ Committee for Civil Rights of Boston, and a board member and board chair of the Massachusetts Immigrant and Refugee Advocacy Coalition.

Mr. Rainer’s accolades include being named Lawyer of the Year by the Frank J. Murray Inn of Court and Prosecutor of the Year by the Association of Financial Fraud Investigators. He has also been recognized by Superlawyers, by Best Lawyers, and by Martindale-Hubbell as an AV-Preeminent Attorney.
