His role involves coordinating the tax system with both internal developers and external agencies, mentoring new staff members, and ensuring smooth operation of departmental processes. Before his tenure at the West Virginia Tax Department, Mr. Allen worked for the West Virginia Department of Health and Human Resources from 1992 to 2012 as a Programmer Analyst III. Here, he led a team responsible for developing and implementing the Family and Children Tracking System. Mr. Allen’s academic journey began with an Associate degree in Business Computer Programming from the National Institute of Technology in 1987.
