Ms. Nassen, a distinguished legal professional with over three decades of experience, has served as a Principal Assistant City Attorney in the City Attorney’s Office in Tucson, Arizona, since 2021. In this capacity, she advises elected and appointed officials, handles litigation, and assists with negotiating and drafting complex commercial agreements. Ms. Nassen’s expertise extends to state constitutional law matters, state and local government taxation, real property transactions, and tax-exempt municipal finance transactions (bonds, certificates of participation, etc.).
Through hard work and dedication, Ms. Nassen’s work in public law has earned her recognition as an expert in the field. Before her present position, Ms. Nassen worked as a Deputy County Attorney in the Civil Division of the Pima County Attorney’s Office from 2003 to 2021. She began her legal career as an associate at Snell & Wilmer LLP, working from 1993 to 2000, after clerking for the Hon. Frederick Martone of the Arizona Supreme Court for the 1992-1993 term.
Ms. Nassen received her Juris Doctor degree, summa cum laude, from the James E. Rogers College of Law at the University of Arizona in 1992, graduating first in her class. She earned a Bachelor of Arts degree from the University of Northern Iowa, in 1986, graduating summa cum laude with a double major and Anthropology and Philosophy. Inspired by her passion for solving real-world problems, Ms. Nassen chose law over academia after being accepted into several prestigious doctoral programs.
Ms. Nassen’s commitment to public service is further demonstrated through her involvement with various legal organizations. She is a member of the governing council of the Government and Public Sector Lawyers Division of the American Bar Association and serves on the continuing legal education committee of the ABA’s Center for Professional Responsibility. She is a fellow of the American Bar Foundation and previously chaired the Public Lawyers Section of the State Bar of Arizona.
Ms. Nassen has been particularly active supporting legal ethics initiatives. She served as the Pima County Attorney’s Office’s Chief Ethics Counsel; served for five years on the Arizona Supreme Court’s Ethics Advisory Committee, authoring several ethics opinions; contributed significantly to the work of the Arizona Supreme Court’s Task Force on Ethics Rules Governing the State Attorney General, County Attorneys, and Other Public Lawyers, which resulted in recent revisions to the Arizona Rules of Professional Conduct; and serves on the Arizona Commission on Judicial Conduct.
