Prior to his current position, Mr. Gallaway served as the chief of staff for the 25th Infantry Division in Hawaii from 2021 to 2023. During this time, he played a crucial role in addressing the Red Hill Water Crisis by organizing the evacuation and care of nearly 9,000 personnel, collaborating with the Hawaii Department of Health to ensure water safety and coordinating public relations efforts through town hall conferences and media engagements.
From 2020 to 2021, Mr. Gallaway was the deputy chief of staff for strategy and plans for an official North Atlantic Treaty Organization (NATO) training mission in Afghanistan, where he led the planning for the retrograde of all United States and NATO forces. Earlier, he commanded the 4th Combat Aviation Brigade within the 4th Infantry Division from 2017 to 2019, establishing a United States rotational presence in Greece. His tenure as a battalion commander of the 1st Battalion, 82nd Combat Aviation Brigade from 2012 to 2015 included providing support across multiple provinces in Afghanistan.
Mr. Gallaway’s military service is complemented by his extensive academic achievements. He holds an ABD PhD in international relations and comparative politics from the Josef Korbel School of International Studies at the University of Denver. He also earned a Master of Public Administration from Harvard University in 2005 and a master’s degree in military arts and science from the United States Army Command and General Staff College in 2009, while his educational journey began with a Bachelor of Science in environmental economics from Rutgers University in 1996.
In addition to his professional accomplishments, Mr. Gallaway is actively involved in civic organizations such as the Boy Scouts of America and volunteers as a basketball coach. His dedication to service has been recognized through numerous awards, including the NATO Meritorious Service Medal, multiple Bronze Star Medals, the Legion of Merit, the Distinguished Service Medal and the Defense Superior Service Medal.
