He is best known for serving as the Forest Management Chief for the Kentucky Division of Forestry within the Kentucky Natural Resources and Environmental Protection Cabinet from 1981 to 2002. In this role, he led a program that offered free technical forestry assistance to private landowners across the state. Under his leadership, the program gained national recognition, earning the Outstanding Forest Stewardship Program Award from the National Woodland Owners Association in 1992. This accolade remains one of Mr. Perkins’s proudest achievements. He is also well-known for founding Bluegrass Consulting Forestry in 2002, where he served as the owner until his retirement in 2015. During this time, Mr. Perkins provided in-valuable assistance to private landowners, offering guidance on timber sales and land management. Mr. Perkins’s career began with a strong educational foundation. In 1971, he earned a dual Bachelor of Science degree in Forestry and Wildlife Management from Virginia Polytechnic Institute and State University. Initially aspiring to be a wildlife biologist, he found his calling in forestry due to limited job opportunities in wildlife management at the time.
Mr. Perkins’s commitment to excellence extended beyond his professional roles. He twice chaired the Southern Forest Management Chief’s Association and was actively involved with the Kentucky Tree Farm Committee, serving as both Chairman and Co-Chairman. Also, he served three terms as Treasurer of the Kentucky Chapter of the Association of Consulting Foresters.
In addition to his professional forestry accomplishments, Mr. Perkins is well-known as a country-western danc-er, having competed in 19 national dance competitions and having taught dance for 16 semesters at the Univer-sity of Louisville and dance workshops in eight states. Mr. Perkins has also made creative contributions through his writing, authoring “Of Love and Things,” a collection of poems reflecting on love and other themes inspired by personal experiences.
Throughout his career, Mr. Perkins was recognized for his outstanding contributions and leadership. In addition to the National Award for the Kentucky Forest Stewardship Program, he was named Outstanding Employee by the Kentucky Natural Resources and Environmental Protection Cabinet in 1992, an honor presented at the gov-ernor’s mansion.
