In her vital role as vice president of workforce development and the Empowerment Institute at Twin Cities Rise, Ms. Carpenter champions the organization’s noble mission of uplifting disadvantaged individuals and empowering them to build stable, meaningful careers. She oversees a transformational curriculum focused on developing emotional intelligence, instilling unshakeable self-confidence and self-belief within participants. The Empowerment Institute notably serves over 1,000 individuals annually beyond Twin Cities Rise. Ms. Carpenter’s responsibilities touch all aspects of operations – from directly connecting with students to managing vendor relationships and beyond. Her leadership in expanding services now offered to youth has opened new doors for the next generation. Ms. Carpenter embodies the spirit of Twin Cities Rise through her endless drive to provide care, compassion, and opportunity to those in need.

Since joining Twin Cities Rise in 2017, Ms. Carpenter executed a bold vision for scaling the organization’s Empowerment Institute for transformative impact. She sees limitless potential for continuing to empower individuals across Minnesota and beyond its borders. Her aims are both compassionate and ambitious – to help countless more people uncover their innate value, talents, and humanity. Ms. Carpenter has been instrumental in leading expansion efforts at Twin Cities Rise through additional career pathways training programs. In partnership with key employers, these customized programs focus on industries in demand to create stronger career training opportunities for under-represented communities. People are truly her passion, and she finds deep purpose in fostering human connections within each person she serves. Ms. Carpenter will continue doing so with an open heart and focus on spreading opportunity as far as she can reach.

Ms. Carpenter dedicated two decades to Manpower Group, starting as a branch manager in 1997, advancing to metro manager from 2011 and 2017 and serving as regional director from 2014 to 2017. As the regional director, she oversaw onsite and contingent staffing programs and permanent placement initiatives for various businesses throughout the Midwest. Ms. Carpenter also devoted much of her time to recruiting and placement efforts. It was during her distinguished tenure at Manpower Group that she began to develop close relations with workforce development via various programs, such as Career Force and Workforce One.

Throughout her career, Ms. Carpenter has garnered remarkable success. Most notably, she was involved in initiating and developing the Minnesota Employers’ Fair Chance Hiring Guide, distributed to over 1,200 employers across Minnesota after the state’s decision to ban the box regarding hiring practices. The guide provides resources and methods employers can implement to be more inclusive when hiring individuals that are justice involved.

Outside Twin Cities Rise, Ms. Carpenter actively invests in strengthening her broader community. She is a dedicated contributor to the Little Earth Residents Association’s through supporting anti-violence initiatives. Ms. Carpenter also serves as a lead mentor for the Juvenile Diabetes Research Foundation, assisting newly diagnosed families and continued advocacy.

Ms. Carpenter completed coursework in business administration and management at Capella University. Through her extraordinary diligence and dedication, she has earned accolades like the prestigious Three Circle of Stars Award. Throughout her career, Ms. Carpenter has been fueled by supportive mentors who motivated her continued growth and learning. She is now paying that guidance forward by mentoring others to unlock their potential.
