VIENNA, AUSTRIA, February 15, 2023 /24-7press release/ — The EU Host Nation Support Project started in April 2022 and will end after 18 months in August 2023 at the latest first tabletop exercise was successfully carried out in November 2022 in Amman, in the Hashemite Kingdom of Jordan. The second takes place from 22.-24. February in Moldova. It’s again two and a half days long, where different training options are practiced by different actors.
The host of the exercise with over 80 participants is the implementing partner, the General Inspectorate for Emergency Situations (IGSU), Ministry of Interior of the Republic of Moldova. This exercise is exceptional as it uses virtual reality scenarios and situations where disaster situations such as damaged villages or affected industrial sites have to be dealt with. “The visualization of complex situations for tabletop training is of great importance to get the “feel” of a real mission. According to the scenario, there will be a disaster of extraordinary proportions with cascading effects, such as the loss of power supply in several raioane (districts) of the central region. Therefore, the IGSU (General Inspectorate for Emergencies of Moldova) activates the EU Civil Protection Mechanism to improve cooperation and coordination procedures in exceptional situations between institutions, emergency services and European aid.
The planned exercise aims to identify areas of improvement at the national, international and bilateral as well as operational levels of procedures, but also aspects of host country support coordination to facilitate the receipt and integration of support from the Union Civil Protection Mechanism (UCPM). Experts from Austria, Romania, Poland and the Republic of Moldova will conduct the exercise. The exercise involves 13 European civil protection experts from Austria, Bulgaria, Estonia, Germany, Italy, Norway, Finland and Sweden. Observers are expected from the Public Security Directorate, the Civil Defense Directorate, the Hashemite Kingdom of Jordan and the Palestinian Civil Defense.
The UCPM aims to assist and assist affected participating States in receiving international assistance in the most effective and efficient manner, whether in the preparedness or disaster response phase. For the EU HNS TTX in Moldova, the UCPT, role play and virtual modules, other response capacities, TAST and experts from as many different participating states will attend.
The achievements of the UCPM can currently be seen in the reaction to the devastating earthquake in Turkey. Immediately after the request, 20 EU member states, as well as Albania, Montenegro and Serbia, offered to help. This includes 31 search and rescue teams and 5 medical teams through the EU Civil Protection Mechanism. The teams consist of a total of over 1,650 rescuers and 100 search and rescue dogs. Blankets, tents, power generators and heaters were also offered.
The European Union-funded consortium running the exercise consists of the Department for Emergency Situations (Romania), PubliComm GmbH, Media and Consultancy (Austria), the iHELP Institute (Poland) and the University of Medicine, Pharmacy, Sciences and Technology of Târgu Mureş .
