India’s Telecoms Regulatory Authority (TRAI) will launch a consultation paper to further strengthen digital inclusion, addressing three key aspects of devices, connectivity and literacy.
The consultation paper on this subject is expected to be published in the coming months, TRAI said Chair PD Vaghela on the sidelines of the India Digital Summit 2023 organized by the Internet and Mobile Association of India (IAMAI).

Speaking at the event, Vaghela said, “We plan to issue a consultation paper to comprehensively address and review how to further strengthen digital inclusion in the country.” The TRAI chief also outlined eight challenges, saying more emphasis on these would accelerate digital dynamics.
These areas include overhauling digital governance infrastructure, challenges arising from convergence and shortened investment cycles due to technological disruption, and keeping technology at the heart of policy formulations.
Last week TRAI collapsed on unauthorized, annoying commercial messages from telemarketers, as it issued instructions to telecom operators to act quickly to stop the abuse of headers and message templates.
To stop such abuse and curb unwanted messages, the regulator has ordered access service providers (telecom operators) to re-verify all registered headers and message templates on the Distributed Ledger Technology (DLT) platform and remove all unverified headers and message templates within 30 and to block for 60 days. or.
The move is expected to bring some relief to mobile users who are frustrated by a barrage of unauthorized, annoying advertising messages. Telecom operators have also been urged to ensure that temporary headers are deactivated immediately after the specified time period has elapsed.
