As the President and Executive Director of the International Stability Operations Association (ISOA) since 2016, Howard R. Lind brings to bear his years of executive business expertise combined with an extensive career in public service. Under his leadership, the International Stability Operations Association is positioned as the key organization standing at the intersection of government and the services sector to support national security missions. ISOA represents private sector companies working with the Department of Defense, the U.S. Department of State, and the U.S. Agency for International Development (USAID), among other government organizations. The association is dedicated to fostering productive public/private partnerships through member engagement, advocacy, and networking.
Mr. Lind oversees all aspects of ISOA, including events, conferences, advocacy, membership, and finances. Critically, the association requires its member companies to commit to a strict code of conduct, which includes accountability, transparency, and ethical business conduct. He takes particular pride in having built ISOA’s professional staff, and in expanding the membership from 35 corporate members in 2016 to currently over 200 members.
Previously, Mr. Lind honed his knowledge in the business world in various capacities, principally as a Washington, D.C. representative for Fluor Corporation, where he oversaw domestic and international work for the Departments of Defense and State, and other commercial entities. He also leveraged his expertise with smaller companies, namely Matlock & Associates LLC, Value Recovery Holdings, and Starboard Side Associates LLC, as a leader of government relations and business development.
During the early stages of his career, Mr. Lind gained valuable expertise through the U.S. Navy and the U.S. Department of Defense. His journey included serving as a career Naval officer, retiring at the rank of Commander as a surface warfare officer on five different ships. He subsequently served as an appointee for President George W. Bush at the Pentagon and the State Department, a testament to his dedication and engagement to his country while supporting operations in Iraq and Afghanistan.
Before establishing himself professionally, Mr. Lind laid a strong foundation with his education. He earned a Bachelor of Science degree in Statistics from Virginia Tech in 1980. His commitment to learning continued as he earned a Master of Science degree in Information Systems from the Naval Postgraduate School. He later completed a certificate in National Security Studies through the U.S. Naval War College. Beyond his professional endeavors, Mr. Lind has been affiliated with the American Legion during his professional career. He also was a candidate for Congress in Virginia’s 10th District in 2014.
Mr. Lind has received a Meritorious Service Medal, a Navy Commendation Medal, and a Navy Achievement Medal from the U.S. Navy. In 2023, he also received an award from the Friends of the American University of Afghanistan.
Though hard work and dedication have brought him far in his career, Mr. Lind credits his success to his persistence and willingness to take risks. His ambitious plan to double the size of the International Stability Operations Association within the coming years is a testament to his optimism and determination.
