Bills Would Build on Prior SECURE Act Provisions to Improve Workplace Retirement Plan Flexibility and Enhance Retirement Security

SECURE 3.0 builds on the SECURE Act of 2019 and SECURE 2.0 of 2022; the focus is on improving retirement plan flexibility and portability, and retirement security for more American taxpayers with employer-sponsored retirement plans.

As outlined in the article, several bills are working their way through Congress, which may come to fruition in 2025. These include:

• a new tax bill to be advanced in the Senate, which will give tax cuts to some Americans but also reduce federal tax revenue. Congress is considering a bipartisan SECURE 3.0 package formulated to provide funds to cover the revenue shortfall resulting from those tax cuts.

• retirement-related bills to be introduced by Senators Tim Kaine (D-Va.) and Bill Cassidy (R-La.) in the U.S. Senate that could become part of this legislation which include the Helping Young Americans Save for Retirement Act to lower the age to participate in a workplace retirement plan from 21 to 18.

“It’s still early in the process, but employers and workers should be on the lookout for changes to enrollment mandates, emphasis on state-sponsored IRAs for employees of small businesses, broader investment options, and tax credits for employers—provisions to enhance retirement security for workers and incentives for employers,” said Raskulinecz.
