Ms. Smyser is a distinguished affordable housing real estate development consultant with over two decades of experience in the field. She, and her business partner, started Spencer Rose Consulting, LLC in 2020, in Washington, D.C. Ms. Smyser has provided expert guidance to housing authorities on redeveloping former public housing sites using various United States Department of Housing and Urban Development (HUD) programs; assisting local government agencies with managing and implementing affordable housing projects, etc. Her extensive career also includes her role as an affordable housing consultant at K.L. Smyser Consulting since 2019, where she continues to offer her expertise in housing development.

Ms. Smyser’s career is marked by significant partnerships that have contributed to her reputation as an expert in affordable housing. From 2020 to present, she served as a development management consultant with DLS Consulting in Jackson, Michigan, and as a project manager for the Richland County Government in South Carolina in 2020-2021. In the same year, she worked with HR&A Advisors in Washington, D.C., and worked on Choice Neighborhoods Initiative applications for the City of Detroit in 2020. Since 2019, she has worked with TAG Associates to assist the Housing Authority of the City of El Paso, Texas, self-develop affordable housing projects from 2019-present, has further solidified her expertise.

Prior to these roles, Ms. Smyser held several key positions at the DC Housing Authority from 2001 to 2019, culminating as the Senior Deputy Director of the Office of Capital Programs She began her journey there as a redevelopment project specialist before rising through the ranks to become a development manager and then the deputy director for development. Her foundational experience was gained at the Job Corps Unit of the United States Department of the Interior from 1996 to 2001. Throughout her career, Ms. Smyser has been instrumental in providing over 2,000 units of affordable housing across the country, ensuring that low-income families have access to safe and decent living conditions.

The foundation of Ms. Smyser’s success lies in her deep-rooted passion for service and social justice, values instilled by her parents’ commitment to helping others and community involvement. Her father’s military service and later career as an insurance agent and financial planner taught her the importance of integrity, while her mother’s volunteer work inspired her active engagement with community service.

Ms. Smyser’s personal life reflects her dedication to service and community. She enjoys spending quality time with her dog, engaging in knitting projects, walking for leisure and health, and immersing herself in legal thrillers. Looking ahead, Ms. Smyser envisions herself making significant decisions and interacting closely with clients within the next decade. Her ambition is to lead as an executive director of a housing authority while also exploring more opportunities on the development side of the industry beyond consulting.
