    CHESTER, NY, December 26, 2023 – Lok “Lea” Kui has been included in Marquis Who’s Who. As in all Marquis Who’s Who biographical volumes, individuals profiled are selected based on current reference value. Ms. Kui is a law enforcement and intelligence agent who has dedicated more than 25 years to combating drug trafficking, money laundering, and related crimes as a part of the Drug Enforcement Administration. Ambitious and career-focused from a young age, Ms. Kui was drawn to a career in law enforcement by her desire to make a positive impact on others and by her father’s unrealized goals to work in the field. In 1995, she completed a Bachelor of Arts in political science with minors in international relations and sociology at Queens College, and initially pursued work in the private sector, excelling in roles as a contract analyst for Sony Music and spending nearly two years as a marketing assistant at PriceWaterhouseCoopers.

Her law enforcement career began in 1998 when the Drug Enforcement Administration extended an offer for an intelligence research specialist position, and subsequently an intelligence research specialist post. Ms. Kui conducted a broad range of research and intelligence evaluation functions for the department in support of the New York Division’s Special Support and Analysis Unit, including database management and cellular data tracking. During this time, Ms. Kui continued her education, earning a Master of Arts in criminal justice and law enforcement from the John Jay College of Criminal Justice in 2000. The following year, she rose to become a senior special agent and criminal investigator, participating in complex domestic and international drug enforcement cases in collaboration with international law enforcement entities and specialized American governmental agencies. She played a key role in the indictment of several foreign military officers involved in the distribution of heroin from Southeast Asia, leading to her appointment as South Asian organized crime lead in 2016.

In addition to leading investigations into international organized crime, Ms. Kui simultaneously served as a recruitment coordinator for the Drug Enforcement Administration, managing the recruitment and evaluation of several hundred candidates annually and contributing to refining the agency’s recruitment pipeline and strategy. While managing both administrative leadership and fieldwork positions, Ms. Kui attended Monroe College, graduating in 2018 with a Master of Business Administration in finance after maintaining a 4.0 GPA, and was the recipient of the Dean’s Award from their School of Business and Accounting, King Graduate School. Since 2022, Ms. Kui has served as a senior special agent for the Drug Enforcement Administration’s Counter Network Threat Targeting Team (CNT3), leading a newly established unit countering cartel activity using state-of-the-art artificial intelligence and database tools. She is a subject matter expert on financial crimes, cryptocurrency, and money laundering, and serves as a mentor for junior agents and a liaison for legal and law enforcement partners.

Ms. Kui credits her success to her resilience, compassion, and the support and strong example of her parents, immigrants from Hong Kong. As she celebrates her accomplishments in federal law enforcement, Ms. Kui looks forward to transitioning into private sector work in consulting, private investigation, real estate, and business development, and currently offers her gratis expertise to a few business startups, as a volunteer chief financial officer and consultant. She is a certified anti-money laundering specialist and certified cryptocurrency investigator and has begun to pursue additional credentials, including an IBM Applied AI Professional certificate, in anticipation of the next chapter in her career. In her personal time, Ms. Kui is an accomplished distance runner who enjoys destination marathons and is active in her community as a volunteer for various races, animal charities, and special events involving philanthropy.
