Mr. Llagas has dedicated more than three decades of service to the Guam Fire Department, where he currently works as a paramedic and training officer. His career is marked by a commitment to leadership in emergency medical and fire services, strategic planning and interagency coordination. With extensive expertise in pre-hospital emergency medical care and fire services, he has been instrumental in enhancing safety throughout his community. His knowledge of Air Force inspection programs further underscores his ability to ensure compliance with standards and recommend corrective actions for readiness.
In addition to his work at the Guam Fire Department, Mr. Llagas has been an emergency medical services adjunct faculty member at Guam Community College since 2019 as well as a faculty member at the Guam Memorial Hospital since 2018, allowing him to impart his knowledge and experience to the next generation of emergency medical professionals. Prior to these roles, he served a twelve-year tenure in the United States Army and a twelve-year tenure in the United States Air Force, which laid the foundation for his distinguished career in public service. His longstanding dedication to helping others has been recognized with accolades such as the Senior Non-commissioned Officer Quarterly Award in 2018, Advance Emergency Medical Technician in 2019, Paramedic of the Year honors in 2023 as well as retired Senior Master Sergeant from the United States Air Force.
Mr. Llagas’ professional journey is complemented by his active involvement in numerous industry-related organizations, including the Center for Public Safety Excellence, the Institution of Fire Engineers, the National Association of Emergency Medical Technicians, National Association of Emergency Medical Services Educators, American Heart Association and the International Association of Fire Chiefs. His dedication to continued professional development is evident through his designations as a Chief EMS Officer and Chief Training Officer certification from the Center for Public Safety Excellence. He is also a licensed paramedic certified in Advanced Cardiac Life Support and Pediatric Advanced Life Support by the American Heart Association.
Academically, Mr. Llagas earned a Master of Public Administration and a Bachelor of Science in public administration from the University of Guam. Additionally, he holds an associate degree in air transportation from the Community College of the Air Force and completed coursework in emergency medical services (Paramedic) at the School of EMS. His education has been pivotal in shaping his career, providing him with the skills necessary for leadership roles within the fire department.
Outside of his professional life, Mr. Llagas’ commitment to community service is reflected in his volunteer work with St. Jude Children’s Hospital, Guam Make a Wish Foundation and Air Force Toys for Tots. He also enjoys taking photographs, weight training and cherishes spending time with his three children and seven grandchildren. Looking to the future, he aspires to become the program director of the paramedic program at the Guam Community College following his retirement from active service. Additionally, he plans to pursue further education with the goal of earning a PhD, continuing his lifelong commitment to learning and personal growth.
