Since assuming the role of chief executive officer in July 2015, she has been instrumental in steering the organization toward unprecedented growth and success. Under her leadership, CORA Services has seen its value increase from approximately $10 million to nearly $40 million. Her strategic focus on external relations and collaboration with city and state officials has been pivotal in managing 50 different contracts and ensuring the organization’s effective operation.

Ms. McDowell’s journey with CORA Services began in 2002 when she served as director of out-of-school-time services until 2010. In this role, she was responsible for overseeing programs that provided essential support to children outside regular school hours. Her dedication to program advancement led to her appointment as director of program advancement and marketing from 2010 to 2013, where she played a crucial role in enhancing the organization’s visibility and outreach efforts.

In 2013, Ms. McDowell was promoted to chief operating officer, a position she held until 2015. During this period, she honed her skills in operational management and strategic planning, setting the stage for her eventual rise to chief executive officer. Prior to her tenure at CORA Services, she managed the ELECT Teen Parenting program at Communities in Schools of Philadelphia from 2000 to 2002, where she supported young parents in navigating educational challenges.

Ms. McDowell’s academic background includes a Bachelor of Arts in family studies from Messiah College in Grantham, Pennsylvania, which she completed in 1997. Her education laid the foundation for her career in family services and community support. Her passion for helping urban communities was ignited during a transformative mission trip to Mexico City and a semester spent in Philadelphia, experiences that deeply influenced her professional path.

Beyond her professional achievements, Ms. McDowell is actively involved in civic-minded organizations. She has volunteered for the past seven years and made significant donations to CORA Services and her church. Her contributions have been recognized with awards such as the Community Impact Award from CBIZ Women Transforming Business in 2024 and the Pennsylvania Impact Award from City & State Pennsylvania in 2023.

Ms. McDowell attributes her success to her incredible team. She recognizes the importance of acknowledging the unique talents of each team member and allowing them to leverage their expertise in the diverse array of services they provide. She excels at bringing teams together, and her emphasis on team-building contributes significantly to their overall success.

Outside of her career, Ms. McDowell is a devoted mother of four children who enjoys spending time outdoors, running and participating in marathons.
