Ms. Gray excels as an expert in health policy and federal health programs and as a subject matter expert in Medicaid policy. In 2024, she joined Sirona Strategies as the company’s vice president. In her leading role, Ms. Gray collaborates with the coalitions she leads, interacts with members of U.S. Congress on Capitol Hill and engages with the administration to develop policy solutions. Based in Washington, D.C., Sirona Strategies is a proactive, strategic health care consulting firm that consistently delivers results for clients throughout the city.

Additionally, Ms. Gray has been active as the executive director at Aligning for Health in Washington, D.C., leading a coalition where she continues to influence health policy and advocate for solutions that address social determinants of health and improve health outcomes.

Leveraging over a decade of success in her field, Ms. Gray was the principal of health program analysis and transformation and a group leader of CMS coverage, payment and equity at MITRE from 2022 to 2023. She also served as a project lead in charge of the largest, multi-year contract at the Health FFRDC, providing support to CMS in overseeing their Medicaid Enterprise Systems. While at MITRE, she also co-founded the Latin American Network, a business resource group dedicated to providing networking and professional development opportunities for Latinx employees and curating educational and cultural awareness programming for the company. Her tenure also included working for Blue Cross Blue Shield Association as the director of Medicaid from 2017 to 2019 and as the managing director between 2019 and 2020. Earlier in her career, Ms. Gray was the director of federal policy and health research associate at Medicaid Health Plans of America from 2015 to 2017 and a senior associate at Avalere Health LLC between 2014 and 2015.

Ms. Gray received a Bachelor of Arts from Vanderbilt University in Nashville, Tennessee, in 2010, where she triple majored in Public Policy, English, and Philosophy. She also garnered a Master of Public Policy in Health Policy from the College of William & Mary in Williamsburg, Virginia, in 2014. Ms. Gray’s educational achievements have been instrumental in her career success, providing a solid foundation for her expertise in health policy and federal health programs.

As an active member of her professional community, Ms. Gray has been a member of the AcademyHealth, the American Public Health Association, the Virginia Public Health Association, and the Healthcare Information and Management Systems Society.

In addition to her professional accomplishments, Ms. Gray is actively involved in civic organizations and mentoring young women and health policy professionals. Since 2024, she has served as an advisory council member for the Alliance for Women’s Health & Prevention. She is also involved in a giving circle that supports disadvantaged small business owners by raising funds to provide financial support and mentorship to first-time women business owners. Previously, Ms. Gray co-chaired the board of medical assistance services for the Commonwealth of Virginia from 2020 to 2024.

Throughout her career, Ms. Gray has been recognized for her leadership and contributions to the field. Ms. Gray aims to establish her own consultancy focused on securing contracts with federal and state governments and nonprofit and for-profit companies. She is passionate about supporting government initiatives while assisting community-based organizations and nonprofits with limited resources.
