He earned a Bachelor of Arts in physics from Shippensburg University of Pennsylvania in 1970. He later achieved a Master of Science in computer science and an all but dissertation ABD status in physics from the University of Maryland in 1976, followed by a Master of Science in computer science from the State University of Texas in 1996 and a Master of Science in computer systems management from University of Maryland Global Campus in 2004.
