Ms. Ferrer-Schwartz is an esteemed attorney with a robust career with the New York City Department of Education (NYCDOE). As the chief administrative officer for the division of school facilities since 2018, she oversees all administrative functions within the division. Her responsibilities include planning, organizing and coordinating administrative tasks, focusing on human capital, labor relations and contract determination. Additionally, Ms. Ferrer-Schwartz provides policy advice and support to the chief executive officer and collaborates closely with the executive team to address any challenges or situations that may arise.

Before being named as the chief, Ms. Ferrer-Schwartz served in numerous other capacities for the NYDOE since 2012. Hired as a legal advisor and investigator for the Office of General Counsel, she became an equal opportunity investigator for the Office of Equal Opportunity and Diversity Management in 2013 and a senior impartial hearing litigator for special education in 2014. From 2015 to 2017, Ms. Ferrer-Schwartz was the deputy director of policy and compliance for the Office of School Health, focusing on developing and implementing policies to enhance student health services. Moreover, she was named the interim director of the Office of School Health in 2017, where she managed health services across New York City schools. Her most recent position was as the director of permits and compliance for the division of school facilities in 2018. In this capacity, she was responsible for ensuring that all school facilities met regulatory standards and compliance requirements.

Before joining the NYCDOE, Ms. Ferrer-Schwartz worked at the Kings County District Attorney’s Office as a senior legal recruiting administrator from 2010 to 2012 and as an inter-agency manager for crime prevention and truancy between 2008 and 2010. She started her legal career as a law clerk in criminal court at the Kings County District Attorney’s Office from 2005 to 2008.

Ms. Ferrer-Schwartz received a bachelor’s degree from Pace University and a Doctor of Jurisprudence from Touro University in 2006. She has been admitted to practice by the New Jersey and New York Bar Associations and the Supreme Court of the State of New York’s appellate division. Moreover, Ms. Ferrer-Schwartz received level I and II building operator certifications.

In addition to her primary career objectives, Ms. Ferrer-Schwartz is a professional member of the Puerto Rican Bar Association. She is also actively involved in various civic organizations. She serves as an assistant coach for her daughter’s cheerleading team, participates in her church community and volunteers with refugees and immigrants through City University of New York. She is also a member of Women in Management.

Ms. Ferrer-Schwartz’s commitment to diversity, equity and inclusion is evident through her pioneering work with Minority and Women owned Business Initiatives. Under her leadership, the representation of women and individuals from minority backgrounds in director-level positions has significantly increased. She has also played a crucial role in securing over $100 million in contracts for minority- and women-owned businesses over the past two years.

Ms. Ferrer-Schwartz attributes much of her success to her family’s support and ability to maintain a work/life balance. Looking ahead, she aims to expand her role within the Department of Education or another school district while continuing to promote diversity, equity, and career technical education initiatives.
