He currently serves as a partner at Pillsbury Winthrop Shaw Pittman LLP, a role he has held since 2015. In this capacity, he works closely with clients nationally and internationally, providing critical advice on energy policy and generation deployment, regulatory and legislative matters, and more. Mr. Merrifield is also a valued member of the firm’s nuclear energy team. Based in New York City, Pillsbury Winthrop is an international law firm recognized for its work in the technology and media, energy, financial services, and real estate and construction sectors.
Before joining Pillsbury Law, Mr. Merrifield founded The Merrifield Group, LLC in 2014, providing expert consultancy services in energy and environmental matters. His expertise was also honed as the senior vice president of global business development at CBandI from 2012 to 2014 and as the senior vice president at The Shaw Group Inc. between 2007 and 2012. Mr. Merrifield’s profound impact on the industry began to take shape during his tenure as a commissioner at the U.S. Nuclear Regulatory Commission from 1998 to 2007, following significant roles within the U.S. Senate Environment and Public Works Committee and as an associate at McKenna and Cuneo.
During an earlier stage of his career, Mr. Merrifield oversaw phone and mail operations at his alma mater, Tufts University, in Medford, Massachusetts, in 1986. This position came after working on a phone bank while in college, calling alum donors for contributions, and working up to a supervisory position. Mr. Merrifield then moved to Washington, D.C. He began working for two U.S. senators from New Hampshire as a legislative assistant between 1987 and 1992, marking the beginning of his nearly four-decade-long commitment to nuclear energy.
Mr. Merrifield’s expertise in major energy and environmental issues is widely recognized, earning him leadership roles such as chair of the U.S. Nuclear Industry Council and membership on the strategic nuclear advisory committee to the U.S. Secretary of Commerce. His dedication to advancing nuclear energy solutions is evident from his proud moments testifying on advanced nuclear issues before both the House and the Senate in recent years, providing pro bono advice to numerous non-governmental organizations in the clean energy space, and representing the industry during the Fukushima incident, when a significant earthquake and tsunami caused a nuclear disaster in Japan, by conducting approximately 130 interviews over a two-week period. Additionally, Mr. Merrifield served on the board of directors for the U.S. Ecology Corporation from 2007 to 2014.
Mr. Merrifield received a Bachelor of Arts in political science and history from Tufts University in 1985 and a Doctor of Jurisprudence in environmental law from Georgetown University Law Center in 1992. His journey into his profession was influenced by his upbringing in a rural area with a politically active family and early involvement in political campaigns.
Outside of his professional life, Mr. Merrifield is actively involved in his community as the chair and founder of E4 Carolinas, a volunteer at Davidson College Presbyterian Church, and a donor to the Georgetown community. His contributions have been recognized with several awards, including Most Innovative Law Firm in Energy Transition by The Financial Times in 2023 and a Presidential Citation from the American Nuclear Society that same year. Looking ahead, Mr. Merrifield is committed to continuing his work on developing nuclear fusion technologies and addressing climate change-related issues, aiming to support meaningful advancements against global climate challenges.
