In the absence of the purchasing director, he acts as the secretary of the Board of Contract Supply, writes the city agenda and reviews the Board of Education plans.
Prior to his current role, Mr. Martinez was the director of procurement and contract services at the Lower Eastside Service Center from 2020 to 2023, playing a crucial role in establishing compliance documents and procedures to meet city, state and federal funding requirements. During his tenure at the Port Authority of New York and New Jersey from 2018 to 2019, he contributed to a significant $100 million request for proposal for an information technology service management solution. His earlier roles include being the category manager at the State of New York Metropolitan Transportation Authority in 2018 and the head of procurement at Interactive Blue LLC from 2017 to 2018.
Mr. Martinez’s career began with his military service as a Yeoman 3rd class petty officer in the United States Navy from 1994 to 1998. This experience laid a strong foundation for his subsequent roles in procurement and logistics management. He also held the position of senior procurement contracting officer at Jackson Health System from 2013 to 2015, where he made significant contributions by securing contracts for organ air transportation services under strict regulations.
Mr. Martinez’s academic achievements include a Master of Business Administration in project management from Keller Graduate School of Management at DeVry University in 2015 and a Bachelor of Business Administration in project management from the same university in 2013. He also holds several certifications, including as a certified procurement professional (NIGP-CPP) from NIGP: The Institute for Public Procurement obtained in 2022.
To stay aware of developments within his field, Mr. Martinez is a member of a number of important industry-related organizations, including the Harvard Kennedy School Government Performance Lab’s procurement excellence network, the New York State Association of Municipal Purchasing Officers and the National Association of Educational Procurement. He attributes his success to two important mentors on his career path, Ed Parker and Carrie Mathes, both of whom provided encouragement, guidance and valuable advice.
In addition to his professional endeavors, Mr. Martinez is actively involved in civic associations and community projects. He volunteers at Drew Gardens Community Garden, which educates local citizens about horticulture while providing fresh produce to those in need. As a public speaker, he engages with students from diverse backgrounds on the importance of higher education and community impact.
In his spare time, Mr. Martinez enjoys reading, spending time with his family and participating in special events and speaking opportunities. Looking to the future, he aspires to make a lasting impact at the City of Yonkers, where he hopes to retire after achieving his primary goal of joining the c-level suite as the chief procurement officer of his agency.
