Dr. Anthony has extensive experience supporting the needs of agencies that protect and advance the nation’s defense and public health. First as an employee of the US Environmental Protection Agency (EPA), and then as a contractor to more than 50 federal government agencies, she has deep knowledge and experience in providing services to political appointees, military officers, and senior career executives. In addition, she has designed and managed organizational improvement and transformation projects at 25 major US federal departments and agencies: the Department of Veteran Affairs’ Health and Benefits Administrations; the Department of Health & Human Services (Health Resources Services Administration, the Centers for Disease Control and Prevention, the Centers for Medicare and Medicaid Services, the National Institutes of Health, and the Substance Abuse and Mental Health Administration); the Departments of Agriculture, Education, Energy, Homeland Security, Interior and Labor; the Army Medical Command; four Defense agencies (Defense Contract Audit Agency, Defense Finance Accounting Service, Defense Information Systems Agency, and Defense Logistics Agency); the AirForce, Army, and Navy; the Internal Revenue Service; the Federal Emergency Management Agency; and the Social Security Administration.

Dr. Anthony has demonstrated a particular passion for supporting the needs of federal agencies that protect and advance the nation’s defense and public health systems. A seasoned leader of high-performing, mission-driven teams dedicated to service excellence, Dr. Anthony brings a wealth of expertise and experience in leading the design and implementation of high-value organizational systems, stakeholder engagement, culture transformation, and workforce capacity solutions for behavioral health services at the national, state, and community levels.

In her most recent and largest project to date, Dr. Anthony is a key leader and critical partner to the Department of Veterans Affairs’ (VA) in the implementation of the 2018-2028 National Strategy for Preventing Veteran Suicide, which addresses the priority actions specified in the White House Plan for Reducing Military and Veteran Suicide: Advancing a Comprehensive, Cross-Sector, Evidence-Informed Public Health Strategy. Dr. Anthony leads a team of ten industry partners and over 100 subject matter experts who are utilizing a public health approach to assess current industry and VA best practices, enhance promising practices to fit the context of Veterans’ care needs, and develop new, innovative approaches to identifying and addressing critical gaps in suicide prevention efforts. Dr. Anthony and her team are working daily with VA executives and subject matter experts to identify the current and future states of a robust, industry-leading suicide prevention program that considers the lived experience of the service community and what is close to the hearts of Veterans, addresses the social determinants of health, health equity, and lethal means safety programs, and designs a trusted legacy of care for our nation’s finest volunteers.

Dr. Anthony’s professional journey is complemented by her academic achievements. She earned a bachelor’s degree in political science and government from Baldwin Wallace University in 1970, a Master’s degree from Indiana University in 1972, and a Doctor of Education in higher education administration from The George Washington University in 1982.

Instrumental in shaping her professional development, Dr. Anthony is a member of Inspire Women, the Association for Strategic Planning, and the Association for Talent Management. These memberships have helped her influence policy matters and capacity-building efforts that benefit public health and organizational efficiency across various sectors. Beyond her professional endeavors, Dr. Anthony is actively involved in civic activities through her volunteer work with Volunteers of America and Healthcare Maryland. In 2023 and 2024, she has been named among the Top 50 Women Leaders in Maryland by Women We Admire, highlighting her influence and leadership within her home state – and beyond.
