Marquis Who’s Who Honors Roosvelt M. Porto, MSG (Ret.), for Expertise in Project Management and the Military

Mr. Porto is the chief executive officer and principal consultant at BAMFER Consulting LLC, a role he has held since 2023. In this capacity, he manages client tasks; consults on migrating from self-hosted, on-site systems to the cloud; and provides status updates for best practice consulting clients. Before founding BAMFER, he served at Adaptavist as the head of customer success advocates in 2023, managing consultant in 2022 and senior technology consultant in 2021. His career also includes roles as a senior associate, senior Jira consultant and administrator in tech consulting and project management at PwC Acceleration Centers from 2017 to 2021. He worked as a portfolio coordinator at HireRight from 2019 to 2020 and a management consultant – associate program manager at PwC from 2017 to 2019.

Mr. Porto’s extensive experience in consulting began as an independent consultant from 2016 to 2023. He was also an implementation consultant at ADP in El Paso, Texas, from 2016 to 2017. His military career is equally distinguished; he served as chief of operations, operations director and human resources for the U.S. Army in El Paso from 2012 to 2016. He held the position of operations manager for the U.S. Army in El Paso from 2011 to 2012 in addition to various other roles, such as administrative services manager, emergency management director and security management specialist, from 1996 to 2012.

Throughout his 21-year military service, Mr. Porto received numerous accolades, including the Meritorious Service Medal in 2015, two Bronze Star Medals in 2006 and 2010 and the Army Commendation Medal with Valor in 2007. He was also inducted into the Sergeant Morales Club in 2005. His career has been defined by significant achievements, including his courage to venture out on his own as a business owner as well as his impactful military service, where he served as the Director of Operations during his last assignment. These accomplishments are a testament to his exceptional skills and dedication across various fields of expertise.

Mr. Porto’s academic background laid the foundation for his success. He earned an associate degree in business and organizational development from American InterContinental University in 2010 and a bachelor’s degree in human resources management and personnel administration from Ashford University in 2016. He also completed coursework in program management at Capella University from 2018 to 2019.

Among Mr. Porto’s many professional certifications are Certified Associate in Project Management from the Project Management Institute in 2023, Human-Centered Design from PwC in 2022, Certified SAFe 5 Agilist from Scaled Agile Inc. in 2021, Digital Acumen from PwC Acceleration Centers in 2021, Certificate in Healthcare Management from Cornell University in 2020, Executive Certificate in Leadership and Management from Notre Dame in 2017 and Lean Six Sigma Green Belt from Villanova University in 2017. In addition, his dedication to his field is fostered through memberships that include Axelos Ltd., the Project Management Institute and the Society for Human Resource Management.

Mr. Porto attributes his success to his constant willingness to challenge himself and his commitment to hands-on learning over formal courses. His experiences at PwC, ADP and Adaptavist were largely self-taught through experimentation with software and demos. This approach allowed him to master various skills and subsequently seek certifications to validate his expertise.

Outside of his professional life, Mr. Porto is actively involved in his community. He volunteered as a mentor for transitioning veterans in Columbia, South Carolina, from 2017 to 2021, coached youth baseball in 2012 and 2022 and has sponsored local community initiatives. He enjoys spending time with his four children as well as riding motorcycles and traveling. Looking ahead, he plans to expand his business by bringing on new resources and enhancing lead generation efforts while focusing on mentoring new talent. His goal is to ensure sustainable growth by expanding globally into EMEA before moving into Asian and Latin American markets.
