He also serves as a Director at Victory Strategies, a leadership development, training, and leadership executive coaching firm comprised of world-class practitioners including Navy SEALS, Top Gun pilots, Fortune 500 executives, and Olympic athletes. Prior to his current roles, and retirement from the U.S. Air Force, General Campbell served as the Air Force’s Director of Manpower, Organization, and Resources in the Pentagon.

Perhaps General Campbell’s most notable career achievement to date was his key role in building the United States Space Force, created in 2019 as the first new U.S. military service in 73 years. As its inaugural deputy Chief Human Capital Officer, he helped lead the construction of the Space Force, including delivering its first-ever human capital strategy, in spite of limitations imposed by the COVID-19 pandemic. The ability to effectively work with teammates from various locations, including overseas, under those difficult circumstances proved immensely impacting.

General Campbell served in the U.S. Air Force from 1993 to 2023, during which time he significantly contributed to national security and organizational effectiveness. He is among a small number of Air Force personnel who started as an enlisted member who rose to the general officer ranks. Before working for the Space Force, he directed the Air Force Talent Management Innovation Cell, where he focused on modernizing talent management practices within the Air Force. Before that, he served as the 10th Air Base Wing and installation commander at the U.S. Air Force Academy in Colorado Springs and served as the Chief Human Capital Officer at the United States Transportation Command. Prior to those assignments, he was city manager and 375th Mission Support Group Commander at Scott Air Force Base, IL.

Among his impressive academic credentials, General Campbell completed a National Security Fellowship in strategic leadership, policy, and governance at the Harvard Kennedy School of Government. He earned a Master of Business Administration from Southern New Hampshire University and a graduate certificate in Organizational Management from The George Washington University. Additionally, he holds a Bachelor of Science in business from Newman University and completed the prestigious Enterprise Leadership Seminar at UNC’s Kenan-Flagler Business School.

General Campbell’s civic involvement includes serving on the governing board of directors for WHRO Public Media. His contributions to public service have been recognized with awards such as the Air Force’s 2001 Lance P. Sijan Leadership Award (highest individual leadership award in the Air Force), the Air Force Distinguished Service Medal (2023), the Defense Superior Service Medal (2017) and three awards of the Legion of Merit (2016, 2019, and 2022).

Outside of his professional life, General Campbell enjoys reading, exercising, and home improvement projects.
