Mr. Raphael recently retired from an illustrious career in government intelligence. Having served in several roles for the U.S. Department of State from 2002 to 2022, he boasts many accomplishments. The most notable of these is having supported the transition between three different presidential administrations, commencing with the transfer of power from former President George W. Bush to former President Barack Obama and ending with the transfer of power to former President Joe Biden after President Donald Trump’s first term. Mr. Raphael provided intelligence support and briefings to key officials across these administrations, ensuring continuity and informed decision-making. He maintained a nonpartisan approach, focusing on objective analysis to meet the needs of the Department of State and the U.S. government regardless of political affiliation.
Mr. Raphael worked for the Department of State for 20 years but occupied different positions throughout. From 2015 to 2022, he was the deputy assistant secretary of state for intelligence analysis and production. Prior to that appointment, he worked within the Department of State’s Bureau of Intelligence and Research as the director for East Asia and Pacific from 2008 to 2015 and as the division chief for Southeast Asia and Pacific from 2002 to 2008.
Although Mr. Raphael held different titles during his tenure with the Department of State, his responsibilities remained consistent. Some of these were to oversee the analysis and production of intelligence to support U.S. foreign policy and national security objectives, managing a team of analysts and providing daily intelligence briefings to senior State Department officials, including the secretary of state. Mr. Raphael was also responsible for facilitating the transition of intelligence support across presidential administrations and ensuring continuity and effectiveness in intelligence operations during these transitions.
Before beginning his career with the Department of State, Mr. Raphael gained valuable experience as a law clerk to the chief judge for civil litigation for the Superior Court of the District of Columbia, a position he held for two years. For 30 years prior, he worked for the intelligence branch of the U.S. Army, where he specialized in intelligence analysis and production, providing critical support to military operations and decision-making processes. His work encompassed extensive experience in logistics, strategic planning, and collaboration with other intelligence agencies and departments. Mr. Raphael began his career in government in 1970 when he was commissioned into the U.S. Army as a second lieutenant.
Mr. Raphael boasts an impressive academic background. He holds a Juris Doctor from The Catholic University of America, a Master of Arts in government from the University of South Dakota (USD), and a Bachelor of Arts in government, also from USD. Mr. Raphael was a member of the Reserve Officer’s Training Corps (ROTC), where his passion for services flourished. Upon graduation, he was commissioned into the U.S. Army’s intelligence department, launching his 30-year career therein.
Mr. Raphael has received several awards, including the Presidential Rank Award of Meritorious Executive and the National Intelligence Distinguished Service Medal. Additionally, Mr. Raphael is a four-time recipient of the Defense Superior Service Medal granted by the U.S. Department of Defense. He attributes his success to his upbringing, particularly the values instilled by his parents. Mr. Raphael’s father is a World War II veteran who served in the Air Force until his retirement in 1965, and his mother taught reading for over two decades. Both of Mr. Raphael’s parents consistently emphasized the importance of service.
Mr. Raphael is proud of his career and the significant contributions he made throughout. Now that he is retired, his goal for the future is to enjoy life by spending ample time reading, visiting friends, traveling and spending time with family, especially his wife and grandchildren.
