Dr. Chen joined L3 Harris Technologies in Dallas as a member of the technology strategy team, systems of systems architect, and principal fellow in 2023. Recognized as a defense and space manufacturing organization based in Melbourne, Florida, L3 specializes in providing end-to-end technology products and solutions that support the defense industry. In his latest role, Dr. Chen provides advice and counsel on investments, assists the company in pinpointing the most suitable investments, and, among other goals, works diligently to ensure that the team remains ahead of the competition in the defense sector.

Recruited from Raytheon Intelligence & Space, Dr. Chen was hired as a chief engineer, engineering fellow, and member of the technology staff in Dallas in 2018. He was promoted to technology director in 2022 and principal engineering fellow in 2023 in McKinney, Texas. During his tenure with the respected defense and space manufacturing organization, Dr. Chen became recognized for his diligence, leading his team, propelling them forward, and growing the department despite various setbacks. Among other noteworthy roles, Dr. Chen was the executive vice president and the engineering and project manager at Hover Energy LLC from 2016 to 2018. He also held roles with Energetics Incorporated between 2016 and 2016 and Northrop Grumman Corporation from 2002 to 2013.

During an earlier stage of his career, Dr. Chen taught courses at his alma mater, Cornell University, in the school of electrical and computer engineering as a lecturer from 1998 to 2001 and at LeTourneau University in the school of engineering as an assistant professor between 2001 and 2002. Despite his passion for teaching, he stepped away from the classroom to pursue a career with Northrop Grumman Corporation in 2002 after realizing that his students should have a teacher with real-life experience instead of someone who, at the time, only possessed theoretical knowledge.

As part of his continued commitments to the community, Dr. Chen is a member of the Cornell Alumni Association. He has also served as an AWANA team leader, commander, and high school youth leader at the Frisco Bible Church since 2017, 2019, and 2020, respectively. Moreover, Dr. Chen has been an interviewing panelist and practice hiring manager for the Practice Interview Team since 2018. Previously, he taught youth Sunday school at Frisco Bible Church and Renovate Life Church, was an AWANA club small group facilitator at Faith Community Church, and was a deacon at Hope Church.

Dr. Chen was born in Taiwan and immigrated to the U.S. with his family at age nine. Becoming highly educated, he graduated from Cornell University in 1997 with a Bachelor of Science in electrical engineering and a Doctor of Philosophy in electrical engineering in 2001. He also studied executive education and strategy development, followed by executive education in capture strategy at the University of Chicago in 2011 and 2012, respectively. Dr. Chen remains a member of Eta Kappa Nu and Tau Beta Pi. He is also recognized as a certified project management professional and Raytheon 6-Sigma specialist.

As part of his ongoing professional commitments, Dr. Chen is a member of the D.C. chapter of the Technology Transfer Society, the Institute of Electrical and Electronics Engineers, and the Project Management Institute. In light of his success, he received a Leadership Award from Northrop Grumman in 2005 and 2009 and two coveted Secretary’s Achievement Awards from the U.S. Department of Energy in 2016. Finally, he received the Raytheon Intelligence and Space Excellence (RISE) award in 2022.
