With a career spanning several decades, he established himself as a principal analyst at the U.S. Congressional Budget Office, where he dedicated decades to understanding and addressing the budgetary treatment of complex federal programs within a cash-based budget framework. Dr. Phaup’s work is characterized by a commitment to clarifying intricate ideas and encouraging others to explore their implications.
During his career, Dr. Phaup has held various influential roles. Since 2017, he has been a part-time instructor in public administration at the Schar School of Policy and Government at George Mason University. He previously served as a research scholar and professorial lecturer at the Trachtenberg School of Public Policy and Public Administration at The George Washington University from 2007 to 2020. Additionally, Dr. Phaup had the opportunity to lecture at Lancaster University and serve as an assistant professor at Roanoke College.
Dr. Phaup’s tenure has also included serving as the Federal Budget Reform Initiative director at The Pew Charitable Trusts, as the head of financial studies within the budget process group at the U.S. Congressional Budget Office, and as a senior economist at the Federal Reserve Bank of Cleveland.
A graduate of Roanoke College, Dr. Phaup received a Bachelor of Arts in economics in 1962, graduating as a salutatorian. He furthered his education at the University of Virginia, earning a Master of Arts and a Doctor of Philosophy in economics by 1966.
In addition to his professional accomplishments, Dr. Phaup serves on the board of directors for Public Financial Publications Inc., reflecting his commitment to advancing public financial knowledge. He also engages in writing and reviewing articles.
Dr. Phaup has received numerous awards, including the S. Kenneth Howard Award for Lifetime Achievement from the Association for Budgeting and Financial Management in 2004. He also received an Honorary Doctor of Laws from Roanoke College in 2014.
