As part of her responsibilities, she liaises with team members and leaders to involve stakeholders, avoid liabilities, and provide legal advice on compliance regulation issues. In addition, Ms. Harris has leveraged her legal acumen to serve as the senior vice president and associate general counsel of Sherlock’s Home Base, LLC in Tampa, Florida, a real estate company focused on developing affordable housing and improving distressed areas. Standing at the forefront of the company since 2023, she aids the company in creating affordable housing while minimizing risk.

Furthermore, Ms. Harris has provided expert legal analysis, research, drafting, and consulting services to the Animal Legal Defense Fund in Cotati, California. Dedicated to enforcing anti-cruelty laws and more humane treatment of animals, she has delivered veterinary forensics trial and testimony training at Ohio State University to advance the organization’s efforts in reshaping the landscape of animal law and preparing veterinary experts for trial and forensic evidence testimony. Ms. Harris has also been an animal cruelty advisory council member with the Association of Prosecuting Attorneys in Washington, D.C., since 2017, during which she has developed national conference programs and provided professional development and training nationwide. Outside her primary appointments, Ms. Harris is a trusted advisor to Guidepoint, a global research platform designed to accelerate understanding and empower decision-making.

Earlier in her career, Ms. Harris gained valuable expertise as the lead level III deputy district attorney and lead trial litigator for the Multnomah County District Attorney’s Office from 2003 to 2023. Managing multiple trial teams in high-profile and complex legal cases, including murder investigations and prosecutions, Ms. Harris expertly coordinated investigations involving various agencies at crime scenes. As such, she has been a featured speaker at several events and training courses, presenting on topics such as criminal law, jury selection, animal cruelty, DUII, assault, and the preservation of evidence. During her tenure, she was incredibly proud of bringing together defense attorneys, public defenders, the district attorney’s office, probation and patrol officers, judges, and treatment providers to develop the Multnomah County Justice Reinvestment Program (MCJRP) Judicial Settlement Conference Standards of Excellence Task Force, playing a key leadership role that resulted in a $42.3 million reduction in prison costs, a $15.7 million reinvestment in MCJRP, and a 6% decrease in recidivism rates.

Previously, Ms. Harris was the senior vice president of operations for J&H Law, LLC. Earlier in her career, she served as an adjunct criminal law professor at Western Business College in Portland, Oregon, and as an assistant district attorney at the Kenosha County District Attorney’s Office in Kenosha, Wisconsin. Driven to make a genuine difference, she contributed to her community through Sans Collier ASBL while living in Belgium, The Oregon Humane Society, and The Pixie Project in Portland, Oregon. She also served as a member of the board of advisors for Core Paws.

To prepare for her career, Ms. Harris earned a Bachelor of Arts in English literature from the University of Wisconsin-Platteville in 1997 and a Doctor of Jurisprudence from the Marquette University Law School in 2000. Subsequently, she earned her license to practice law from the Oregon State Bar, the State Bar of Wisconsin, and the United States District Court for the Eastern District of Wisconsin. Dedicated to expanding her knowledge, she is pursuing admission by the Florida State Bar and certification as a compliance and ethics professional through the Society of Corporate Compliance and Ethics.

In light of her dedication to her field, Ms. Harris received the prestigious Diamond Collar Award from the Oregon Humane Society in 2012. Spot Magazine in Portland named her “Best Animal Law Attorney” in 2015. Additionally, she was recognized in the book “Faced My Fears in Portland: A Homicide Case, a Confirmation and a Caution” by Diane De Han, a nonfiction recounting of her experience as the mother in a homicide case after her son, Marc, was killed. As the lead trial lawyer, Ms. Harris prosecuted those involved in Marc’s death, with her courtroom prowess described as “stunningly perfect” due to her ability to navigate high-stakes and emotionally charged situations.

Ms. Harris credits her success to her honesty, humor, and love of learning. She has an innate ability to identify probable issues early on and orchestrate options around or through obstacles.
