While his career has been filled with standout moments, Mr. Spencer takes the most pride in completing the $76 million renovation of a football stadium, which took ten months to complete.

    NORFOLK, VA, February 19, 2024 /24-7PressRelease/ — Willie Spencer has been included in Marquis Who’s Who. Drawing on years of engineering expertise, Mr. Spencer excelled as an architect and level one engineer at Old Dominion University. He was managing the new Health Sciences Building with a project budget of $83 million, which was 95% completed, when he retired on November 1, 2023. He also established The W. A. Spencer Construction Corporation in 1998. Previously, he honed his knowledge of estimating, scheduling, value engineering, construction management, and more as the vice president and senior project manager for The TAF Group, and as a project manager for such companies as Chianelli Building Corporation, Woodbury Construction Company, and Snap Construction Company. During the early stages of his career, Mr. Spencer gained valuable professional expertise as an operations manager, project manager, and project engineer for several well-known construction companies. He was also a management trainee with Gilbane Building Company. He has held a contractor’s license in Virginia since 1998 and held one in North Carolina in 2002-2003.

Before embarking on his professional journey, Mr. Spencer earned a Bachelor of Science in construction management from the University of Maryland Eastern Shore, where he was a tutor beginning his second semester as a freshman with the Academic Development Program until he graduated his senior year in 1980. He was also a member of the tennis team during his senior year. He received the Theodore Briggs Award from his department in 1979 during his junior year and was the Senate representative for the freshman and sophomore class.

He went on to earn a Master of Science in civil engineering, construction engineering and management from The Ohio State University. He also attended graduate school on a minority fellowship and was the spokesperson for the construction engineering and management program during his second and final year. Driven to remain abreast of ongoing industry changes, he maintains affiliation with the Association of General Contractors (AGC), and the Construction Owners Association of America (COAA). He is also a life member of the National Alumni Association (NAA), a chartered member and the past 1st Vice President of the Southeastern Virginia Alumni Chapter (SEVA) of the University of Maryland Eastern Shore.

He is also an alumni member of the Department of Civil Engineering at The Ohio State University, a member and past Polemarch of the Gamma Xi Chapter of the University of Maryland Eastern Shore (it had the highest GPA on campus among the Greek organizations), and a life member and a member of the Hampton/Newport News Alumni Chapter of Kappa Alpha Psi Fraternity.

The cornerstone of his overall success lies with his high school English teacher, mathematics teachers, guidance counselor and Vice Principal Samuel S. Trott who prepared him for college. Looking toward the future, Mr. Spencer intends to learn how to be a retiree and watch his daughter, who just completed her second year in a PhD program at John Hopkins University, achieve her dreams.
